Creative Arts Group Constitution

VISION-MISSION

The Creative Arts Group of Maria Aurora National High School focuses on the development of the students aspires to make every student an asset to the society, competitive to meet the requirements of creative and world of arts.

As one of the student organizations of this school, it missions to help, train and provide basic information and knowledge on visual performing and theater arts, the studentry of this school.

By the third millennium, it sees that we are able to face the challenges of the creative and artistic world of arts.

PREAMBLE

We, the member of Creative Arts Group of Maria Aurora National High School, aware of the development of the society, the advancement of art education through creative minded and arts oriented education, the requirement to challenge ourselves to improve and develop our society and the priority and time to discover, research, develop and preserve the treasure of culture and arts to follow the footstep of the local and national artist and from ourselves, the consciousness by aspiration for social cooperation and transformation, do ordain and promulgate this constitution.

ARTICLE I
Name and Headquarter

Section 1. This organization of Maria Aurora National High School shall be called MANHS Creative Arts Group (CAG).
Section 2. The MANHS Creative Arts Group shall maintain its headquarter inside the campus of MANHS, Maria Aurora.

ARTICLE II
Declaration of Principles

Section 1. MANHS Creative Arts Group believes that the students of MANHS have innate talents to enhance and develop.
Section 2. MANHS Creative Arts Group believes that this organization shall encourage the students to participate and show their artistic talents and creative minds.
Section 3. MANHS Creative Arts Group that this organization shall develop and improve the community, studentry by performing well and work as one.
Section 4. MANHS Creative Arts Group believes that the officers, members of the organization with the help and cooperation of the faculty, adviser, and non-academic personnel’s will successfully achieve its aim and goal.
Section 5. MANHS Creative Arts Group believes that this organization focuses on developing and enhancing the students through creative arts.

ARTICLE III
DECLARATION OF OBJECTIVES

Section 1. MANHS Creative Arts Group shall be an active organization that will help the studentry to understand and know the importance of arts and environment through training, seminars, symposium, exposure trip and workshop.
Section 2. MANHS Creative Arts Group shall support all efforts of the students, in performing arts through the new techniques and strategies in visual performing arts.
Section 3. MANHS Creative Arts Group shall encourage the students to be cultural oriented and artistic minded for the demands of the modern world.
Section 4. MANHS Creative Arts Group shall recall that the culture and tradition is very important in building the arts of performing.

ARTICLE IV
MEMBERSHIP

Section 1. Bonafide students of Maria Aurora National High School who is willing to be an active member of this organization shall be eligible for membership.
Section 2. The Creative Arts Group Oath shall be an expression of personal affirmation of commitment to the science student organization principles and objectives.
Section 3. All officers and member shall be required to take the Creative Arts Group Oath.
Section 4. Creative Arts Group Oath shall be:
“I _______________________________, do solemnly swear that will faithfully and conscientiously fulfill my duties and responsibilities as ______________________ of Creative Arts Group, preserve and defend its constitution, execute its laws, do in this organization, justice to every man and consecrate myself to the service of the studentry and nation. So help me God.”
Section 5. All the members and the respective officers shall pay P50.00 once a year for his/her membership fee/ registration fee.

ARTICLE V
RIGHTS AND OBLIGATIONS

Section 1. Attend regularly in a meeting or activities of the organization.
Section 2. All members and the executive boards shall know all the laws, objectives and rights of the organization.
Section 3. The member and the executive board shall speak or complain if there is a violation and disobeying of rules and laws of the organization.
Section 4. Have an argument and discussions about opinions, suggestions and comments in making and proposing a project.
Section 5. The member and the executive board shall vote, and have the right to choose and vote the members or candidates who deserve the position.
Section 6. Any members of the organization shall allow filing his/her complaint to his/her co-members and officers in the situation of:
a. having intimate relationship with his/her co-members and officers of the organization. Otherwise, one of them will sacrifice to withdraw his/her membership in the group. In the situation that they are officers, they are permitted for impeachment.
b. having been involve in rebellion, demonstration, riot and any disciplinary actions given by the school’s guidance counselor and officials. Proven guilty, they are subjected for dismissal in the group. In the situation that they are officers, they are permitted for impeachment.
c. having been proven that he/she disobeying the constitution and by –laws of the organization. Proven guilty, they are subjected for dismissal in the group. In the situation that they are officers, they are permitted for impeachment.
d. having related and associated case. Proven guilty, they are subjected for dismissal in the group. In the situation that they are officers, they are permitted for impeachment.


DUTIES AND RESPOSIBILITIES

Section 1. Know, follow and obey the constitution and by laws of the organization.
Section 2. All members and leaders shall obey and respect their co-members and co-leaders of the organization.
Section 3. The executive board and the members shall protect the name and integrity of the organization.
Section 4. All members and the executive board shall pay the membership fee as one of the obligations in the organization.
Section 5. Attend regularly in all activities and General Assembly meeting and urgent meeting of the organization.
Section 6. All members and leaders should encourage the students to join and participate in the organization.
Section 7. Help their co-member and co-leader who have problems inside and outside of the organization.

ARTICLE VI
BOARD OF DIRECTORS AND TRUSTEES

Section 1. The chairman of the board shall be the founder of this organization.
Section 2. The chairman shall conduct meeting and whose work is to carry or wheel people in charity.
Section 3. The Trustees, Chairman and the adviser are the legal owner of the property; CAG, they are the one who entrusted this property for the benefit of others and the group.

ARTICLE VII
EXECUTIVE BOARDS AND COMMITTEES

Section 1. The electing officers of the organization are as follows:
a. President
b. Vice President
c. Secretary
d. Treasure Committee Head
e. Audit Committee Head
f. Internal Affairs Head
g. External Affairs Head
h. Education Committee Head
i. Discipline Committee Head
j. Membership Committee Head
k. Election Committee Head
Section 2. The President shall be concerned in carrying out the duties, function or managing affairs in an organization.
Section 3. The qualification of the President should be a member this organization for at least a year and no disciplinary action taken from Discipline Committee.
Section 4. The Vice President shall serve as a helper or assistant of the president in carrying out of duties and responsibilities in the organization.
Section 5. The qualification of the Vice President should be the same as that of the President as stated in Article VII, Section 3.
Section 6. The president shall have the power to convoke the General Assembly and meeting and the Executive Committee / Boards and presides over the meeting.
Section 7. The Vice President shall assume the power, duties and responsibilities of the President if the President is incapacitated.
Section 8. The different committee head shall assume the power of the president and Vice President in the situation that they are incapacitated.
Section 9. Before they enter in the execution of their office, the President and Vice President shall take the oath as written in Article IV, Memberships, section 2.

Section 10. The secretary shall ensure in keeping records and taking care of correspondence and other writing task of the organization of the organization.
Section 11. The qualification of secretary shall be the student of Maria Aurora National High School, member of this organization for at least one year and no disciplinary records.

COMMITTEE ON TREASURES AND FINANCES

Section 1. The Head of the Committee on Treasures and Finances shall keep as in-charge of the funds or finances of the organization.
Section 2. They have the power to obligate to pay the membership fee of the member of this organization.
Section 3. The qualification of the treasure head should be a member of this organization and have no any disciplinary records.
Section 4. The treasure head should select his/her officer as assistants in this committee.


COMMITTEE ON AUDIT

Section 1. The Committee on Audit shall always check and audit the accounts and financial records and verify their correctness.
Section 2. The qualifications of head Auditor is same as stated in Article VII, Section 11.
Section 3. The Head of the Committee shall choose / select three officers in this committee as his/her assistants.

COMMITTEE ON INTERNAL AND EXTERNAL AFFAIRS

Section 1. The committee on internal and external affairs shall in-charge on any information inside and outside of the campus which bring notice to the public.
Section 2. The qualification of the committee head (2) shall be the same as stated in Article VII, section 11.

COMMITTEE ON EDUCATION

Section 1. The committee on education shall ensure the process of training and developing the knowledge, skill, mind, characters through formal and non-formal trainings and workshops of the organization.
Section 2. The qualification of the committee head is same as stated in Article VII, section 11.
Section 3. The committee head shall choose 3 members in his/her committee as assistants.
COMMITTEE ON MEMBERSHIP

Section 1. The committee on membership shall secure in admitting of new members.
Section 2. The qualification should be the same as stated in Article VII, section 11.
Section 3. The Head on this committee shall choose his/her assistants.

COMMITTEE ON DISCIPLINE

Section 1. The committee on discipline shall secure training that develops self-control, character, or orderliness and efficiency of the member in the organization.
Section 2. The qualification should be the same in Article VII, section 11.

COMMITTEE ON ELECTION

Section 1. The committee on election shall be in-charge in managing the selection and screening the candidate of the election.
Section 2. The qualification for the COMELEC officials should not have been candidate for any elective position in preceding election and member of MANHS Creative Arts Group.
Section 3. The COMELEC head should have the power of the constitution may be proposed by regular member upon a vote of three-fourth (3/4) of all its member or during a General Assembly.

ARTICLE VIII
MEETINGS

Section 1. The executive board meeting shall be held every end of the week inside the campus, MANHS Creative Arts Group and shall be attended by all members of the group.
Section 2. The general assembly shall be held every first week of the month and shall discuss all the proposals and projects for the whole month.
Section 3. The meeting shall be announced 3 days to one week before the scheduled date to remind the members.
Section 4. All the complaints, comments, suggestions, proposals shall be discussed.
Section 5. The committees; Treasure Committee, Education Committee, Membership Committee, Audit Committee and etc. have the right to handle a meeting with the approval of the Executive Board and the Adviser.

ARTICLE IX
QUORUM

Section 1. The meeting of the organization shall start when 50% of the members are present.
Section 2. In case that the meeting is very important, the meeting will start even 5 members only are present.

ARTICLE X
ELECTIONS

Section 1. All the members of MANHS Creative Arts Group shall have the right to file his/her candidacy in the position they want.
Section 2. The election shall be held every end of the school year and according to Article XI, section 1.
Section 3. Those who won in the election shall seat in the position.
Section 4. In case that there is a tie, the Adviser will vote wisely and properly decide according to the law of this organization to break the tie.
Section 5. The election shall be done through secret balloting.
Section 6. The COMELEC have the power to witness, count the votes of the candidates and announce the winners.
Section The candidate who won the elections is subject to oath taking.



ARTICLE XI
VOTING

Section 1. All members shall vote on the Election Day; every 3rd Thursday and Friday of March.
Section 2. The voting is done through secret balloting in accordance to Elections; Section 5.

ARTICLE XII
DEBATES

Section 1. To have an argument and debate, to balance the decision of all members and shall be decided by the executive board in accordance to Article V, Section 2.
Section 2. Observe strictly the parliamentary rules and proper de quorum during the meetings and debates.

ARTICLE XIII
SPECIAL RULES

Section 1. The executive boards/committees shall impose rules if it is necessary in the organization upon the vote of three-fourth of the members.

ARTICLE XIV
PARLIAMENTARY RULES

Section 1. The MANHS Creative Arts Group shall refer to the Constitution of Republic of the Philippines and Scott Foresman, Robert Rules of Order as its guiding authority in all undertaking which required the need for Parliamentary Law to be followed.
